{"id":1589,"date":"2017-11-05T21:12:12","date_gmt":"2017-11-05T22:12:12","guid":{"rendered":"http:\/\/madaresharghi.com\/eu-plans-rule-change-to-snag-russian-gas-pipeline\/"},"modified":"2017-11-05T21:12:12","modified_gmt":"2017-11-05T22:12:12","slug":"eu-plans-rule-change-to-snag-russian-gas-pipeline","status":"publish","type":"post","link":"https:\/\/madaresharghi.ir\/en\/eu-plans-rule-change-to-snag-russian-gas-pipeline\/","title":{"rendered":"EU Plans Rule Change to Snag Russian Gas Pipeline"},"content":{"rendered":"<p><a href=\"http:\/\/madaresharghi..com\">madaresharghi<\/a><br \/>\n<\/p>\n<p> \tThe European Commission is proposing to extend EU internal energy market rules to cover offshore gas pipelines, an EU document shows, its latest attempt to regulate Russia\u2019s planned Nord Stream 2 pipeline to Germany.<br \/> \tThe EU executive sees Russia\u2019s plan to double the gas it could pump under the Baltic Sea to Germany, bypassing traditional routes via Ukraine, as undercutting EU efforts to reduce dependence on Moscow and its support for Kiev, Reuters reported.<br \/> \tThe move dovetails with the commission\u2019s proposal for a mandate from member states to negotiate with Russia over objections to the pipeline.<br \/> \tEven with the changes, EU regulators say they may need to seek talks with Russia as it cannot impose its law on the stretch of the pipeline that is outside its territory.<br \/> \t\u201cThis proposal does not solve all the problems \u2026 and some of those need to be negotiated,\u201d an EU official said.<br \/> \tUnder the proposed changes to the gas directive, seen by Reuters, all import pipelines would have to comply with EU rules requiring pipelines not be owned directly by gas suppliers, non-discriminatory tariffs, transparent operations and at least 10% of capacity be made available to third parties.<br \/> \t\u201cThe gas directive in its entirety \u2026 will become applicable to pipelines to and from third countries, including existing and future pipelines, up to the border of EU jurisdiction,\u201d the proposals says.<br \/> \tThe proposal will go to a vote on Wednesday at a meeting of EU commissioners. If passed, it will go to member states and to European Parliament for approval.<br \/> \tEU regulators say they want the rules in place by the end of 2018\u2014early enough to apply to the Nord Stream 2 pipeline due to be completed by the end of the following year.<br \/> \tThe Nord Stream 2 project, fully owned by Russia\u2019s gas export monopoly Gazprom, is far from complying with the EU\u2019s so-called third energy package rules.
